The Department of State’s Directorate of Defense Trade Controls (DDTC) announced on February 25, 2022 that effective immediately, the DDTC has implemented a policy of denying any license or other approval under the Regulations on international arms trafficking (ITAR) for exports, re-exports, re-transfers, temporary imports and brokering activities related to defense articles and defense services, to or from the so-called People’s Republic regions of Donetsk (DNR) or the Luhansk People’s Republic (LNR) of Ukraine (collectively, the “Covered Regions”). Only limited ITAR exemptions will apply to transfers while conducting official government business American.
